Canada Reviews Full Crackdown on Cryptocurrency ATMs... Launching Strong Regulations to "Block Fraud Channels"

Canadian authorities have embarked on a comprehensive strengthening of regulations for cryptocurrency automated teller machines (ATMs) to block increasingly sophisticated virtual asset fraud. They appear to have initiated a high-intensity response, reviewing not only installation restrictions but also outright operational bans.

According to a BeInCrypto report on April 29 (local time), the Canadian federal government and major municipalities are pursuing legislation to restrict the installation and operation of cryptocurrency ATMs, following a surge in fraud crimes exploiting these machines. The Royal Canadian Mounted Police (RCMP) stated in a recent report that related damages amounted to tens of millions of dollars over the past year. In particular, ATMs have been found to be a key tool in tax payment scams targeting the elderly and the so-called 'grandparent scams'.

Authorities are noting that cryptocurrency ATMs operate with relatively less oversight from the traditional financial system. This leads to the judgment that there is a high possibility of them being misused as channels for criminal money laundering. Accordingly, British Columbia is considering introducing a licensing system for ATM installations or restricting their operation in residential and commercial areas. Some cities, such as Vancouver and Delta, are already discussing ordinances that require operators to implement enhanced customer verification procedures and set transaction limits.

However, concerns are also being raised within the industry that excessive regulation could lead to market contraction. It is argued that a complete ban could significantly reduce user convenience, given the existing demand for daily exchange of Bitcoin (BTC). Currently, over 3,000 cryptocurrency ATMs are operating in Canada, making it the second-largest market globally after the United States. The industry is advocating that technical improvements, such as strengthening anti-fraud warning messages and improving identity verification procedures, should be prioritized.

Nevertheless, the Canadian government plans to continue strengthening regulations, prioritizing consumer protection. In the future, cryptocurrency ATM operators will be required to obtain licenses from each provincial government and will bear the obligation to report suspicious transactions immediately. Machines that do not meet the standards are expected to be subject to mandatory removal.

These measures align with the global trend of increasing transparency in the virtual asset market and eliminating blind spots for crime. Authorities are expanding their financial crime response personnel and accelerating the establishment of an institutional framework to swiftly freeze funds in the event of damage. The cryptocurrency ATM market is now facing a test of whether it can gain trust within the institutional framework amidst strengthening regulations.
