The U.S. White House has made significant progress in administrative procedures to incorporate Bitcoin as a national strategic asset, making its integration into the mainstream visible.
According to the cryptocurrency specialized media Bitcoinist on April 28 (local time), White House virtual asset advisor Patrick Witt stated at the Bitcoin 2026 conference in Las Vegas that legal coordination regarding the protection and accounting treatment of government-held Bitcoins is underway. He explained that the administration has made significant progress since the strategic Bitcoin reserve executive order and that related announcements are expected in the coming weeks.
Under the executive order, Bitcoins held by the federal government are restricted from arbitrary sale. The Treasury Department and the Commerce Department must develop a budget-neutral strategy to expand Bitcoin holdings without imposing tax burdens. Witt emphasized that there has been substantial progress in the custody system and inter-agency cooperation structure.
The legislative branch is also moving concurrently. Representative Nick Begich plans to revise and reintroduce existing legislation as the ‘American Reserves Modernization Act’. The bill includes provisions for consolidating the management of Bitcoins dispersed across government agencies and transferring them to a responsible custody system.
The bill also includes provisions restricting the political use and collateralization of reserve assets. Begich clearly stated the position that Bitcoin should be protected as a long-term national asset. This is interpreted as an attempt to establish an asset management system that is not swayed by short-term policy variables.
As policy initiatives from both the executive and legislative branches proceed concurrently, the pace of Bitcoin's integration into the mainstream is expected to accelerate. The United States is entering a phase of incorporating digital assets as a core component of its national financial strategy.
