The government will impose anti-dumping duties of up to 31.55% on polyvinyl chloride (PVC) paste resin (PSR) from four European countries: Germany, France, Norway, and Sweden.
On the 21st, the Trade Commission of the Ministry of Trade, Industry and Energy made a final determination at its 473rd plenary session that the dumping exports of PSR from these countries caused substantial damage to the domestic industry.
Accordingly, it resolved to recommend to the Minister of Economy and Finance that anti-dumping duties be imposed for the next five years: 30.60% to 31.55% on German products, 31.55% on French products, 25.79% on Norwegian products, and 28.15% on Swedish products, respectively.
The product in question is used in construction interior materials and has been subject to provisional anti-dumping duties ranging from 25.79% to 42.81% since February of this year, following a preliminary ruling by the Trade Commission last year.
Previously, Hanwha Solutions applied for an investigation into foreign companies exporting this product to Korea in July last year.
The Trade Commission also received a report on the initiation of a dumping investigation into Chinese steel bars used in automobiles, construction heavy equipment parts, and more.
SeAH Besteel and SeAH Changwon Special Steel had previously filed for an anti-dumping investigation in August last year, stating that the indiscriminate influx of Chinese steel bars could undermine the competitiveness of the domestic industry.
Meanwhile, the Trade Commission decided to suspend the investigation into the 'connected electric vehicle patent infringement' case filed by Value Innovation Partners against a foreign company.
As separate legal proceedings regarding patent invalidity are ongoing, the investigation will be temporarily suspended until the patent court's judgment is finalized.
