CoinDesk reported that a joint proposal to release approximately $71 million worth of ETH, frozen by the Arbitrum (ARB) Security Council after the Kelp DAO exploit, is expected to pass on Thursday local time. As a result, the recovery of rsETH collateral is also expected to accelerate. This proposal was jointly put forth by Aave Labs, Kelp DAO, LayerZero (ZRO), and others. If the proposal passes, the DeFi United recovery project will be able to restore some of the rsETH collateral, and the matter will proceed to the final on-chain governance procedure.
